Charter is the only business in this set where a federal agency decides whether you can operate at all. The Coast Guard credential comes first, and everything else is arranged around it.

Get the credential

The Coast Guard licence is the long pole and it cannot be shortened by money. It requires documented sea time, and sea time takes time. Start this before anything else in the plan.

  • Establish which credential the operation needs, commonly the OUPV, widely known as the six-pack, for up to six paying passengers on an uninspected vessel
  • Understand that a Master credential is required for inspected vessels regardless of passenger count
  • Document the required sea time, including the portion that must be recent
  • Complete the approved course, the exam, the physical, and the drug testing requirements
  • Note the specific USVI provision allowing certain uninspected charter vessels to carry more than six passengers where the vessel meets the applicable small passenger vessel codes, and confirm how it applies to your vessel

Vessel and territorial registration

The boat has its own paperwork, handled locally through DPNR rather than federally. Moorings and anchoring are separately permitted and are worth sorting early.

  • Register the vessel with the DPNR Division of Environmental Enforcement
  • Bring notarised proof of ownership, or a bill of sale, and identification for every owner
  • Apply for mooring or anchoring permits where the operation needs them
  • Arrange commercial marine insurance appropriate to carrying passengers for hire
  • Enrol in a compliant drug and alcohol testing programme

Licence the business

The credential lets you drive. The business licence lets you sell. They are separate and you need both.

  • Register the trade name or entity with the Lieutenant Governor's Office
  • Obtain an EIN and register with VIBIR
  • Apply to DLCA for the business licence covering charter operations
  • Complete the police record check, zoning, and fire reviews the application requires
  • Consider membership of the territory's charter industry associations for regulatory guidance

Build the trip product

A charter is a timed product with an absolute capacity ceiling and a weather dependency. Both of those have to be built into how you sell, not managed by phone afterwards.

  • Define each trip: duration, departure point, route, and what is included
  • Set the hard capacity per departure and never sell past it
  • Write the cancellation and weather policy before the first booking, and publish it
  • Decide the deposit structure and when the balance falls due
  • Prepare the waiver and decide how it gets signed

Get found and get booked

Charter bookings arrive from four directions: direct search, hotel and villa concierges, online travel agents, and walk-ups at the dock. Each has a different commission and a different lead time.

  • Register the domain and build a site that sells trips rather than describing a boat
  • Take bookings online with real-time availability against actual capacity
  • Collect waivers digitally before arrival instead of on the dock
  • Establish concierge relationships and give them a way to book that is not a phone call
  • List selectively with online travel agents, understanding the commission

Run the day

Departure day is a sequence: confirm the weather, confirm the manifest, confirm the waivers, and go. When any of those lives on paper, the delay lands at the dock in front of paying guests.

  • Generate the manifest from the bookings automatically
  • Check waiver completion before the guests arrive, not while they are standing there
  • Notify every guest on a departure at once when weather forces a change
  • Make rebooking a cancelled trip a single action rather than a series of calls
  • Reconcile channel commissions against actual departures

The four things that cost people the most.

Underestimating sea time

It is the one requirement that cannot be accelerated. Every plan built on getting the credential quickly slips.

Waivers on the dock

Twelve people filling out paper at the slip is fifteen minutes of a departure window and one unsigned form away from a real problem.

Selling past capacity

On a boat, the ceiling is not a guideline. If two channels can both sell the last seat, eventually they will.

No published weather policy

Without one, every cancellation is a negotiation and a refund argument.

Questions people ask

Do I need a Master licence or is a six-pack enough?

It depends on the vessel and the passenger count. The OUPV covers up to six paying passengers on an uninspected vessel. Inspected vessels require a Master credential regardless of how many passengers are aboard. There is also a USVI-specific provision affecting uninspected charter vessels carrying more than six where the vessel meets the applicable codes. Confirm your specific case with the Coast Guard before committing to a boat.

Can I run the whole thing through an online travel agent?

You can, and many operators start that way to build volume. The cost is commission on every seat and a customer relationship you do not own. Most established operators run a direct booking path alongside the agents and steer repeat guests towards it.

How should weather cancellations be handled?

With a policy published before booking and a system that can notify an entire departure at once. The operational problem is not the decision to cancel, it is that a full boat means a dozen separate phone calls made under time pressure.
